it’s much harder to block ads on a phone app than it is on desktop so they’ve got a vested interest in keeping the app viable IN PARTICULAR so they’re losing potential AND ACTUAL revenue pretty much every moment that app isn’t available for download
plus # of active accounts is a figure taken into consideration for price of ads on websites

tumblr’s broad stroke changes on the site to contain the bots vs actually purging the accounts suggests they’re massively understaffed or their current staff are under-qualified to manage the site
